Created in Brest in 1995, OTRA advises players in the petroleum industry as well as governments, port authorities, communities and international organisations for the preparedness for response and operations to combat accidental marine pollution.

OTRA offers consultancy services in the field of preparedness and response to accidental marine pollution, supported by use of IT technologies for the management of response operations.

OTRA provides the skills and experience of our personnel to governments, communities, institutions and petroleum industries in order to be better prepared through the definition of an efficient emergency response organisation, the training of personnel and appropriate exercises.

OTRA also provides assistance to response operations (response at sea, coastal protection and clean-up, waste treatment, etc.) and offers , thanks to the IT technologies unique and tailored electronic solutions (emergency plans, incident management, operational sensitivity mapping, management of response equipment, waste management).

Emergency response planning aims to limit the potential impacts of oil spill incidents through an efficient and well-coordinated organisational framework. Effective management of all aspects of the response, together with the timely deployment of appropriate strategies, tactics, and resources, is essential to achieving a rapid response and ensuring the efficient use and management of response equipment.

OTRA’s planning approach is grounded in practical field conditions and established operational response techniques, and is based on internationally recognised recommendations issued by the International Maritime Organization (IMO), IPIECA, and the International Tanker Owners Pollution Federation (ITOPF).

OTRA also delivers training programmes and conducts response exercises covering the definition and implementation of response strategies and tactics, the deployment, operation, and maintenance of oil spill response equipment, and the establishment and organisation of response worksites. These activities further include incident and crisis management, coordination and decision-making processes, media and stakeholder communications, and, where applicable, aerial observation of oil spills at sea.
